Main Job description:

As Programme Planner in Property Services at Hampshire County Council, you’ll be part of a Service that builds, develops and maintains thousands of schools, libraries, nursing homes, country parks and more, shaping everyday life and delivering public value across the county.

The Programme Planner role sits in the Pipeline & Programmes team in Property Services. Our team of qualified programme managers, planners and project managers bring their experience of shaping and managing multi-million pound Property related programmes to ensure projects and programmes are delivered through a one team integrated approach. The team works alongside our clients to scope projects and programmes that will deliver construction related outputs to meet and exceed expectations. Property programmes include Capital construction, maintenance, as well as transformation programmes.

Day-to-day, this role involves developing and maintaining multiple project programmes and master programmes, in MS Project, through liaison and co-ordination with project teams to capture progress and forward plan for successful delivery. Using your experience, as well as team benchmark data, you will give advice on design, procurement and construction timelines. You will be in a unique position to ensure knowledge transfer and learning between projects. When necessary, you will facilitate process mapping or collaborative planning sessions.  Using master programmes, you will inform, across a portfolio of projects, understanding of issues and opportunities in relation to governance, risk management, client management and resource mapping across the Service.

You will have a strong track record of delivering projects and programmes within a multi-disciplinary environment, in a collaborative working style, either as a planner, design manager or project manager. You will have well developed interpersonal skills enabling you to build effective relationships with clients and officers at all levels of HCC, as well as external client organisations, allowing you to provide constructive challenge and support.

Professional status and a relevant degree (or equivalent) are both desirable. However, it is the scale and scope of your planning software skills, plus construction and multi-discipline design team experience that will mark you out. An effective planner who excels at both the strategic and practical aspects of project and programme delivery, you will bring a strong facilitation approach to developing the key relationships that are essential to the success of your programmes.

This role offers a great opportunity to contribute to the development and delivery of a diverse range of programmes for a wide variety of clients, using a commercial sector approach to deliver public value outcomes.
